Israel sent a letter today to Bernard Cornut-Gentille, president of the Security Council; requesting that at the meeting of the Council on Friday the body consider placing on the agenda an Israel complaint regarding “persistent violations by Jordan of the General Armistice Agreement and of the cease-fire pledge given by Jordan to the Secretary General on April 26.”
Jordan had already called for a meeting of the Council, accusing Israel of aggression in connection with two recent reprisal raids into Jordanian territory. The meeting has been scheduled for Friday morning.
Abdul Monem Rifai, Jordan’s permanent representative here, said today that he would ask the Security Council for “punitive” steps against Israel, invoking Article 41 of the United Nations Charter. Under Article 41, which specifically rules out the use of armed force, punitive action by the UN may include severance of diplomatic relations with the offending member, and “complete or partial interruption of economic relations and of rail, sea air, postal, telegraphic, radio and other means of communication.”
