Israel is unlikely to make a speedy reply to the United Nations Palestine Conciliation Commission’s invitation to attend a conference together with the Arab states in Paris September 10, it was learned here today.
The reason for the delay is that the matter must be discussed by the Cabinet, but the meeting of the Cabinet scheduled for next Wednesday may be postponed because of the feverish climate here in conjunction with the opening of the 23rd World Zionist Congress Tuesday. However, the invitation is expected to get a preliminary airing tomorrow at a scheduled meeting of the Parliamentary Security Committee.
Foreign Ministry circles stated today that, as in every other similar situation, Israel will answer the invitation positively, provided that no binding conditions restricting the purpose of the talks are proposed. These circles reiterated Israel’s readiness to enter into direct negotiations with the Arabs. They stressed that Israel would make no concessions, unless the Arabs made equal concessions within the general framework of peace terms.
