Israel declared off-limits an area of the Gaza Strip that Palestinians have used to fire rockets into Israel. The ordinance went into effect at 6 p.m. Wednesday, after the Israeli air force dropped thousands of leaflets over Gaza warning residents not to approach land abutting the northern boundary where Jewish settlements formerly were located.
