Dr. Joseph Oren of Israel appealed today to the General Assembly’s Social Committee for continuation of the United Nations International Children’s Emergency Fund as a material assistance agency.
Paying high tribute to the achievements of the fund, he opposed a proposal of the United States that UNICEF be transferred into a technical assistance program with material aid greatly restricted.
“UNICEF,” Dr. Oren said, “must continue to assist governments in underdeveloped areas in their feeding programs, in the establishment of the most essential children’s services, in the prevention of the disastrous consequences of starvation and disease.”
