Israel does not plan to allow convoys of Palestinians from the Gaza Strip to the West Bank this week as agreed. Lt. Gen. Dan Halutz, Israel’s military chief, told lawmakers Tuesday that the “safe-passage” deal was on hold pending a Palestinian Authority crackdown on rocket fire from Gaza.
