Israel Foreign Ministry experts were reported today to be putting finishing touches on a new Arab refugee settlement plan which may be presented to the current General Assembly.
The plan was believed to incorporate proposals made by Haifa’s Greek Orthodox Arab Archbishop, George Hakim, who recently again toured several Arab countries and spoke to leaders of the Palestinian Arab refugees. The plan, it was reported, would offer each Arab refugee individual compensation for abandoned property in Israel if the refugee would formally give up any further financial claims on Israel.
Other financial aid, in cooperation with international financial assistance programs suggested previously, would be offered by Israel for permanent resettlement of the refugees in Arab countries. The plan, which for the first time offers full compensation not conditional on a final political settlement between Israel and the Arab countries, would be aimed at proving again Israel’s willingness to participate in a solution of the Arab refugee problem.
