Shmuel Ben Tsur, head of the East European Division of the Israeli Foreign Office, will leave next week for a tour of East European capitals, it was reported today in the Sunday Observer in a cable from Tel Aviv.
The leading British Sunday newspaper regards this as an indication that Israel is prepared to try to obtain the approval of East European governments for the emigration of Jews from their countries to Israel. The paper also believes that Israel will resume diplomatic relations with the Soviet Union “if resumptions are feasible without Israel having to give up her anti-communist attitude.”
