Complete reorganization of the Israel Government’s Research Council, and doubling of the Council’s budget from 5,000,000 Israeli pounds a year to 10,000, 000 pounds ($2, 750,000 to $5,500,000), was recommended here today in a survey on scientific research issued by the office of Prime Minister David Ben Gurion.
The survey was conducted at the request of Premier Ben Gurion by Col. Daniel Shimshoni, an American and former Israeli airforce officer, who now heads a firm of management consultants.
Col. Shimshoni severely criticized the work of the Research Council to date, as well as “the indifference to basic scientific research” shown by private industry in this country. The report also rapped secondary school education in Israel for allegedly “not preparing students for scientific careers.”
