The draft of a proposed non-aggression treaty between Israel and the Arab States has been handed to the United Nations Conciliation Commission on Palestine by Maurice Fischer, head of the Israeli delegation to the Paris triangular peace talks, it was learned here today.
While the text of the draft has not been revealed here, it is known to be based on the United Nations Charter and would supplement, rather than supercede, the existing armistice agreements. Israel proposes that the pact be ratified under the auspices of the conciliation commission.
The document stresses the necessity of promoting freedom from fear of aggression. It would bind the signatories to agree not to undertake acts or threats involving force, to recognize each other’s right to security and freedom from fear of attack, to agree that no warlike actions would be launched from the territory of one against the other, and to agree not to enter into an alliance harmful to the other party.
