The Government opened an intensive effort at home and abroad today to convey to major governments that Israel could not acquiesce in the latest outbreak of Syrian aggression and terrorist acts carried out in Israeli territory.

Israeli envoys in the capitals of member states in the United Nations Security Council were sent instructions to that effect this morning by Foreign Minister Abba Eban. Similar action will be taken in Jerusalem. Premier Levi Eshkol and Mr. Eban planned to meet with a number of foreign envoys to discuss the gravity with which Israel views the border situation. The Israeli envoys have also been instructed to bring to the attention of the governments Israel’s determination to react as any other government would to protect the lives of its citizens and its territorial integrity if aggression continued.

Mr. Eban also issued a warning to Syria against believing it could send marauders into Israel without risking an Israeli response. Addressing a Hebrew University students meeting, he stressed also that Israel would not accept continued Syrian aggression and said “every government with a healthy international conscience is duty bound to side with Israel’s refusal to acquiesce in such aggression.” He also called for strengthening the armistice agreements and for their implementation in spirit and letter.

Israeli police units meanwhile began last night to patrol roads in northern Israel and along the border to ensure security for traffic during the night hours. The patrols were ordered after the latest mine incident on the Tiberias-Rosh Pina road where Syrian terrorists planted a mine and then detonated it electrically, wrecking a military truck. The goal of the night patrolling is to assure the security of civilian traffic from marauders during the night hours.
