Dr. Ludwig Samuel, Israeli food procurement officer, is representing Israel at the first session of representatives of the 41 nations which signed the International Wheat Agreement, opening here today.

Arthur C.A. Liverhant, a member of the Embassy staff, is also attending. Membership in the Wheat Council makes it possible for Israel to purchase wheat much cheaper than on the open market. Wheat is one of Israel’s principal imports.
