Israel turned down Iranian offers during the past year to hold secret bilateral talks, according to Israel’s foreign minister at the time. David Levy told Israel Radio he was not sure “why they wanted to hold contacts,” but said Israel rebuffed the overture because “things were not ripe.” Levy added that Israeli officials feared the talks might offend the United States.
