Israel Embassy Minister Yaacov Herzog said today in an address before the national convention of the Rabbinical Council of America that Israel welcomed the settlement on Cyprus as a factor towards peace and stability in the area and also as a confirmation of the efficacy of direct talks as a method of solving international disputes.
Mr. Herzog pointed out that Israel has contended over the years that the most hopeful way of seeking a solution to the Israel-Arab impasse would be through direct talks between Israel and the Arabs.
The convention, which closes tomorrow, heard an appeal last night to President Eisenhower to extend “special emergency assistance” to Israel in absorbing the heavy influx of Eastern European Jews. The appeal was made by Rabbi Emanuel Rackman, president of the Rabbinical Council of America. Rabbi Rackman told 500 Orthodox rabbis that President Eisenhower had “set a splendid example by granting prompt and indispensable help to Hungarian refugees in 1956 and 1957. “
