Israel will not excavate under Islamic holy sites in Jerusalem, Israeli Prime Minister Ehud Barak said Friday, but he reiterated that no Israeli leader could ever accept Palestinian demands for sovereignty over the Temple Mount. An adviser to Palestinian Authority President Yasser Arafat said that without full Palestinian sovereignty over all religious sites, there would not be peace.
