Israeli and Arab Legion Commanders Discuss Return of Jews to Old City of Jerusalem

Col. Moshe Dayan and Lt. Col. Abdullah el Tel, commanders, respectively, of the Israeli and Arab Legion forces in the Jerusalem area, met for a fourth time today to discuss various cease-fire problems. The meeting was again sponsored by U.N. truce observers.

The discussions now center about three main problems: 1. That the Arabs be allowed to return to the Katamon quarter with the Israeli authorities guaranteeing their lives and property, in return for which Jews will be permitted to return to the Jewish quarter of the Old City with similar guarantees from the Arab Legion; 2. The Jews shall supply electric power to the Old City in return for access to the Wailing Wall; and, 3. Negotiations shall be started immediately to open the Jerusalem-Tel Aviv railroad with the Israeli forces lifting the siege of Latrun for this purpose.

Dayan refused to discuss the last point, insisting that his jurisdiction did not extend to Latrun, but offered to arrange a meeting between el Tel and the proper Israeli commanders to consider the question. Meanwhile, the Arab Legion commander’s telephone line has been connected with the Israeli central exchange and the two commanders have been in telephonic communication.

Commenting on the disturbances in the Arab states during the past two weeks, an Israeli spokesman today stated that it “seems that the Arab governments are presently more anxious for peace within their own Enders.” He said that the ex-Mufti of Jerusalem is “whipping up” the various governments to resume the battle in Palestine.
