Israeli and Palestinian negotiators moved closer toward an agreement on implementing the Wye accord before U.S. Secretary of State Madeleine Albright arrives in the Middle East on Wednesday. If the negotiations, which are focused on the number and type of Palestinian prisoners who will be released, are successful, there could be a signing ceremony of a “memorandum of understanding” in Egypt later this week.
