Israeli authorities officially announced today that Menachem Beigin, leader of the Herut Party who is now on a visit to Argentina, is not authorized to bind the Israeli Government in his meetings with heads of foreign states. The announcement was issued as a result of reports which appeared in Hebrew newspapers here in connection with the recent meeting which Mr. Beigin had with President Peron of Argentina.
