Israeli Defense Minister Shaul Mofaz said the “road map” peace plan cannot be implemented without changes. Speaking at an Israeli Cabinet meeting Wednesday, Mofaz said he viewed the road map as a “framework for dialogue,” and not “instructions to be implemented by the book,” the daily Ha’aretz reported.
