Israeli Foreign Minister Shimon Peres said it is still too early for him to meet with Palestinian Authority President Yasser Arafat, despite what Peres called a “slight drop in terrorism.” In a speech to Palestinian legislators a day earlier, Arafat called on the Israeli government to resume peace talks from the point where they left off before February’s Israeli elections.
