Israeli Prime Minister-elect Ehud Barak opposes the construction of new Jewish settlements in the West Bank, but would allow for the natural growth of existing ones, according to guidelines he has drawn up. Representatives from Likud, the National Religious Party and Meretz gave their preliminary approval to the guidelines during coalition negotiations this week with Barak.
