Amid reports that large units of terrorist organizations were massing on the Jordan and Lebanese borders, the Israeli public was urged to adopt “utmost vigilance and alertness” to prevent possible terrorist attacks in the country’s populated centers. Authorities believed the guerrillas might attempt dramatic acts of terrorism against population centers to demonstrate to the world their continuing struggle against Israel. It was believed the massing of terrorist groups was for action within Amman to force the Jordanian government to repudiate the cease-fire.
