Israelis Dissatisfied with Hammarskjold’s Plan; Were Not Consulted

Israeli circles–saying nothing officially–are known to be considerably angered by the “peace plan” offered to the United Nations special emergency session of the General Assembly by Secretary General Dag Hammarskjold. The plan is seen as based on strengthening the United Nations Truce Supervision Organization, whose duties are to supervise implementation of the Israel-Arab armistice agreements and not getting involved in internal Arab disputes.

Israelis consider the plan an attempt by Mr. Hammarskjold to divert the world’s attention from Col. Nasser’s aggression, by transparently insinuating that the actual threat to Jordanian integrity stems not from Moscow-backed Nasserism but from Israel. Israel was not consulted on any such plan as proposed by the Secretary General, although the implementation of any such plan is practicable only with Israel’s agreement. Perturbed Israelis recall Mr. Hammarskjold’s persistent efforts to whitewash Col. Nasser.
