The first commercial desalination unit, based on the freezing system developed by Israeli scientist Alexander Zarchin, will be completed in Ellat and ready for operation by the end of next year. This was predicted here today by David Karr, president of the Fairbanks Whitney Corporation, of Chicago, which purchased the patent rights to the system Jointly with the Israel Government.

Mr. Karr, who left Israel today after a visit of several weeks, said that water produced by the Eilat plant will cost some 10 cents per thousand gallons. An experimental pilot plant built in the southern port town had been producing 6,000 gallons of water per day.
