Israel’s defense minister, Yitzhak Mordechai, held a surprise meeting with his American counterpart, William Cohen, in Germany to discuss the crisis over Iraq. Cohen said last week Washington would “strongly urge” Israel not to retaliate if Iraq were to launch a missile attack, but Israeli officials have made it clear they would likely not follow that course.
