Israel’s Interior Ministry approved plans by U.S. millionaire Dr. Irving Moskowitz to build 132 apartments for Jews in predominantly Arab eastern Jerusalem. But a spokesman for Prime Minister Benjamin Netanyahu said the government would block the move because it could exacerbate tensions with the Palestinians.
