Except for immigration and security needs the Israel budget has been balanced, David Horowitz, director-general of the Israel Treasury and head of its delegation to the current financial talks here, declared last night.
Speaking at the concluding session of a golden jubilee meeting of the Jewish National Fund here, Mr. Horowitz stressed that the heavy drain on the Israel economy caused by security needs is attributable to the fact that in a situation where there is no peace Israel must defend 600 miles of frontier in flat land.
“There is no inch in the entire country which cannot be reached by artillery fire without the enemy crossing any frontier,” he said. He pointed out that money from abroad is earmarked for the use of new immigrants and called for increased contributions.
