High Commissioner James G. McDonald, who will direct the activities of the refugee body to handle the situation created by the presence of thousands of refugees from Germany, arrived here this morning.
After paying a visit to the Secretary-General of the League of Nations, Dr. Joseph Avenol, Mr. McDonald, who was formerly president of the Foreign Policy Association in New York and is an important authority on international affairs, interviewed a number of diplomatic representatives here, apparently to discuss the problems relative to the refugee question.
It was learned on good authority that the opening session of the refugee commission, comprising delegates representing fifteen nations including the United States, will be held at Lausanne, possibly on Nov. 25.
