United Nations mediator Gunnar V. Jarring has been asked by Israel specifically to repudiate his Feb. 8, 1971 aide memoire to Israel and is expected to consult with UN Secretary General Kurt Waldheim regarding the request, it was disclosed following today’s Cabinet meeting. The Cabinet had a short briefing by Foreign Minister Abba Eban. It was learned that the Israeli request was conveyed to Dr. Jarring at a meeting in New York last Wednesday by Yosef Tekoah, Israel’s Ambassador to the UN.
Dr. Jarring was reportedly asked to state that the terms of his peace mission are laid down only in the Security Council’s Resolution 242 and that he is not bound by any subsequent documents or resolutions. His Feb. 8, 1971 memo to Israel asked for a commitment to return to Israel’s international boundaries as a prerequisite of peace negotiations. In that connection. Dr. Jarring was also asked to dissociate himself from the General Assembly’s resolution of last Dec. which called on Israel for an affirmative answer to the Feb, 8 memo. No progress was reported in connection with the US effort to promote proximity talks.
