Yuli Tartakovsky a Kiev activist, has been called up for military service as an officer, it was reported today by the National Conference on Soviet Jewry. Tartakovsky, who had applied for emigration with his family three months ago, was informed that if he refused the induction orders he would be put on trial. Richard Maass, chairman of the NCSJ, said that the tactic of calling up Jewish activists for induction or reserve duty was first employed prior to the summit meeting of American and Soviet leaders last May.
