Jewish Conference and Congress Submitting Memorandum on Jewish Demands to Security Parley

Following the submission, yesterday, to the Security conference of a brief by the American Jewish Committee asking for establishment of “a world order just to all people, irrespective of race, creed or nationality,” the American Jewish Conference and the World Jewish Congress disclosed today that they will submit “within a few days,” a memorandum embodying their suggestions for action by the conference on matters affecting Jews.

The joint memorandum, which will be prepared in cooperation with the Board of Deputies of British Jews, whose representatives are expected to arrive here this week, will urgo, among other things, that Jews be given a hearing at the United Nations Conference here, the adoption of an international bill of rights, the international out- lawing of anti-Semitism, the immediate restoration of Jewish rights in liberated Europe, indemnification to Jewish individuals and communities for losses caused by the Axis and reparations to the Jewish people for general damages.

The memorandum will also demand the opening of Palestine to unrestricted Jewish immigration and its reconstitution as a free democratic Jewish commonwealth as well as elimination of statelessness and assistance from governmental and inter-governmental agencies in resettlement of displaced Jews. (The Palestine question, in connection with trusteeships, has not come up, as yet, at the security conference, Secretary of State Edward R. Stettinius Jr. told a questioner at his press conference yesterday.)

AMERICAN JEWISH COMMITTEE SAYS JEWS’ PLIGHT REQUIRES SPECIAL CONSIDERATION

Judge Joseph M. Preskauer, President of the American Jewish Committee and its consultant to the American delegation here, is sued a statement to the press in behalf of himself and of Jacob Blaustein his associate consultant, and Simon Segal, a member of the American Jewish Committee staff who is acting here, temporarily, for Goorgo Medalic, The statement reveals that the brief submitted by the American Jewish committee points out that the special plight of the Jewish victims of Nazi savagery will require from the peace conference, when it assembles, special consideration, but that basically the committee advocates for the security conference recommendations which are wholly consistent with the primary objective of making the world safe for all humanity.

“We have laid special stress on the establishment of a commission on Human Rights and Fundamental Freedoms and the ultimate formulation of an intornational bill of rights, “Judge Proskauer said. “While the details of such a charter may not be within the agenda of the security conference, we have earnestly urged that to comply with the Dumbarten Oaks proposal to promote respect for human rights and fundamental freedoms, a pormanent commission should be set up at the earliest possible time by the conference.

“The task of that commission would be to formulate an international bill of rights embodying protection of the fundamental freedoms, religious liberty and racial equality and the development of a ecurse of procedure for the implementation and the enfor comont of the bill. It is proposed that the report of this commission should be submitted at the earliest possible time for approval of the proper body of the general international organization.”

SPECIAL COMMISSIONS ON STATELOSS AND MIGRATION REQUESTED

Judge Proskauer emphasized that the American Jewish Committee also urged in its brief the setting up by the United Nations conference of a special Commission on Statclossness, as well as a Commission on Migration under the Economic and Social Council of the general international organization. The first commission, it said, should act as an international authority to protect the rights and be concerned with welfare of all stateless, and to provide the necessary machinery for decuments of identity and passports for stateless people which should be recognized by the nations.

The duty of the second commission should be to prepare and work for an international convention on migration, and also to establish a technical body to explore migration possibilities and coordinate the work of other official international organizations already dealing with this subject.

“We emphasize our profound belief,” Judge Proskauer said, “that while the peace conference will ultimately give attention to the wrongs which have been espocially inflicted on the stricken Jows of Europe by the holocaust of war and the bestiality of Hitler, the ultimate safety of the Jewish populations of Europe will rest upon the international enforcement of justice and equality of treatment to all men of every race and creed.”

Adolph Held, chairman of the Jewish Labor Committee, arrived here today to not as a consultant to the American delogation. He declared that the Jewish Labor Committee representatives at San Francisco will concentrate on meeting with the labor members of each delegation in order to present to them the views of American Jewish labor. Mr. Hold also said that he will endeavor to make every effort possible to reduce the friction between the various Jewish groups.
