Jewish Congress Asks N. to Consider Persecution of Minorities an International Crime

The world Jewish Congress headquarters here today sent a memorandum to United Nations Secretary General Trygve Lie pointing out that the persecution of national minorities must be considered an international crime even if not undertaken in connection with war or preparation for war.

The memorandum is to be transmitted by Mr. Lie to the International law Commission now holding its third session in Geneva. The Commission has been instructed by the U.N. General Assembly to prepare a draft code of offenses against the peace and security of mankind “indicating clearly the place to be accorded there to the Nuremberg principles.”
