A report urging speedy rebuilding of riot-torn areas in Washington and affirming the right of merchants to return to those areas pending long-range renewal decisions has been submitted by the Jewish Community Council of Greater Washington to a special, meeting attended by Mayor Walter Washington and city officials.
Dr. Isaac Franck, Council executive vice-president who acted as spokesman, stressed the Council’s opposition to a program of black-only enterprises in the affected areas. At the same time, he emphasized the need to encourage black entrepreneurs, saying that ghetto residents must be involved in such planning in which white businessmen could help. The report warned that “both Negro and white racists have been trying to institute an apartheid system in our community,” declaring that such a move would be “immoral” and wreck the city’s economic stability.
