A four-point program for consideration at the emergency conference of the World Jewish Congress which opens next Sunday in Atlantic City was announced at a press conference here today attended by some of the delegates who recently arrived from abroad. The program demands.
1. A centralized Jewish Agency for Reconstruction representing all Jewry in matters of indemnification and rehabilitation.
2. A new international refugee agency, with enough funds and authority to put its decisions into effect.
3. Reestablishment of European Jewry on a basis of equality.
4. Decisions looking toward Palestine as the Jewish Commonwealth.
Dr. Stephen S. Wise addressing the gathering said that Germany has actually waged war against the Jewish people and should therefore be compelled to make adequate restitution to Jews. This can be done adequately, he said, only by a special organization or agency for the solution of Jewish indemnification problems, attached to whatever central authority for indemnification and restitution the United Nations may establish.
