A rule forbidding couples who already have one child or more, natural or adopted, from adopting another child, was enacted here today by the Jewish Family and Children’s Service Board. The board said there is greater demand for adoptions than “the limited number of children available” and that the policy would be reviewed in the event that the supply and demand relationships change.
