The National Federation of Jewish Men’s Clubs, ending its 42nd annual convention here today, refused to condemn the harassment tactics of the Jewish Defense League or to endorse the withdrawal of American troops from Vietnam “at the earliest possible time consistent with their safety.” The Federation did approve resolutions condemning Soviet anti-Semitism, public support of private schools and “formal prayer in any form or guise” in American public schools, and measures favoring freedom of emigration for Soviet Jews, continued American military aid to Israel and aid to the disadvantaged of all religious.
