Soviet Jewish intellectuals will be allowed to emigrate if they sign a contract saying they agree with the principle of the “diploma tax” but are unable to pay it, it was reported by the Moscow correspondent of the Swedish daily, “Dagensnyheder.” This is reminiscent of the “yellow dog” contract that workers in the U.S. were forced to sign by certain industries stipulating that they would not join a union as a condition for employment.
