Johns Hopkins University has declined to participate in the 200th anniversary collaboration of Goettingen University, Germany, this month.

An explanatory message sent by Dr. Isaiah Bowman, president of the university, said:

“The change of plans at the last moment of the Heidelberg collaboration of 1936, imposed by the agencies of the Government, made foreign participation appear to approve, if not to collaborate, acts and practices which democratic countries universally condemn.”
