Abba P. Schwartz, an attorney here who specializes in refugee problems and other humanitarian causes, will be appointed by President Kennedy as head of the State Department’s Bureau of Security and Consular Affairs, it was reported here today. In that post, he will be in charge, among other duties, of immigration, visas, passports and refugee affairs.
Mr. Schwartz, who is 46, is general counsel of the Intergovernmental Committee for European Migration. He was formerly reparations director for the United Nations International Refugee Organization.
