Rudolf Ballin, cousin of the late Albert Ballin, who played a prominent role in building up Germany’s merchant marine, has sailed for the United States on the liner Queen Mary. Mr. Ballin, a refugee from Berlin, left Germany with the equivalent of 17 shillings. He is entering the United States under the immigration quota to join an uncle in San Francisco.
