Gov. Milton Shapp of Pennsylvania said here yesterday that “Israel is part of the American peace plan whose architect is Henry Kissinger and therefore it is logical that Kissinger might visit the area in the near future.” Shapp who is a Democrat and Jewish, arrived here yesterday for an 11-day visit a the guest of the Foreign Ministry.
