Scott McLeod, State Department security officer and administrator of the Refugee Relief Act of 1953, said today that 17,030 visas have been issued to date under the emergency refugee law of 1953 which provides for admission of over 200,000 refugees. He added that perhaps there were not enough qualified refugees in Europe to meet the quotas, thus seeking to explain the failure to admit more persons.
