U. S. special envoy Philip Habib met with Premier Menachem Begin for 90 minutes here this afternoon but gave no indication of what transpired at the meeting or its outcome. Israeli officials would not say whether Habib and Begin would meet again and Habib’s immediate plans were not clear. Their latest meeting was held in the aftermath of the downing of a pilotless Israeli photo-reconnaissance plane by Syrian missiles over Lebanon this morning. Begin had said earlier that the incident was further proof that the missiles menaced Israel’s security.
