Laws Giving Effect to White Paper’s Proposals May Be Postponed, Colonial Office Says

The Colonial Office has informed the Jewish Telegraphic Agency that while instructions to give legal effect to the recommendations of the White Paper had already been issued to the Palestine government the carrying out of these instructions may be postponed for the time being.

This information was given to the Jewish Telegraphic Agency as the result of an inquiry made following the receipt of a cable by the Zionist Executive from its Palestine Executive saying that the Palestine Administration was prepared to enact legislation carrying out the recommendations of the White Paper. Since this cable arrived a few hours before the adjournment of the conference between the Jewish Agency and the British government, Dr. Weizmann protested, in the course of his two and a half hour address, that it was unfair to enact these recommendations into laws while negotiations were being carried on.

In reply to this, Arthur Henderson, Foreign Secretary, assured Dr. Weizmann that the recommendations of the White Paper would not be enacted into laws before the conference had ended. He explained, however, that it was only natural that the Palestine Administration should make preparations to carry out the instructions received from the Colonial Office.
