President Johnson’s special representative on water desalination problems said here yesterday that he hoped Israel would be operating a nuclear powered desalination and electric generating plant by 1975. But according to George Woods, who headed a team of American desalination experts that just concluded talks here, the difficulties facing the project are more financial than technical. Mr. Woods said on his departure for the United States that Israel required cheap financing for the plant if the cost of desalted sea-water is to be kept within economic limits.
