Austrian emigrants were today brought under the protection of the inter-government convention on German refugees when a protocol supplementing the convention was completed by Sir Neill Malcolm, League of Nations High Commissioner for German Refugees, and forwarded by Secretary General Joseph C. Avenol to members of the League Council. The protocol adds two paragraphs to the convention defining the term “Austrian refugee.”
