While the book deals largely with Israeli Arabs, ministry officials say no study of them is complete without considering the status of Arabs in the territories.
A chapter by law professor David Kretchmer stresses how Israel honors the Geneva Convention and the Hague Convention in the territories.
Kretchmer explains that the legal system in the West Bank and Gaza Strip is very complex because it contains elements of international, local and Israeli law and holdovers from the British Mandate and Ottoman rule.
