Former Governor Herbert H. Lehman who arrived here today en route to the U.S. following a visit to Israel predicted at a press conference that the “time would come when Israel would become the industrial center of the Middle East, bringing prosperity to the entire nation.” The main problems now facing Israel, he asserted, are housing, the high cost of living, maintenance of a defense army and irrigation of arid areas. He added that the three ways to raise funds to overcome these difficulties are: 1. Gift funds for Israel from the United Jewish Appeal as well as from similar campaigns in other parts of the world; 2. Private capital investment; and, 3. Public assistance and government loans.
