The Free Democrats (Liberals) meeting in congress here, voted yesterday to ask their chairman. Foreign Minister Walter Scheel, to make every effort to free Rudolf Hess and other “war criminals.” Mr. Scheel said that some prisoners serving time in Itals and the Netherlands as major war criminals have only been labeled as such but are not so in actuality.
