Berl Locker, co-chairman of the Jewish Agency executive, arrived here today on his first visit to the Uruguayan capital. Mr. Locker, who is on a mission connected with the sale of Israel development bonds, was warmly greeted at the airport by a large crowd of Jews and by representatives of the Uruguayan Foreign Ministry.
