Although not on the agenda the Palestine question came in for a brief discussion at the opening session of the Mandates Commission today when its chairman, Marquis Theodoli, in concluding his opening remarks announced that the members of the Commission had received copies of the British government’s White Paper and of the Simpson report.
He added that it was impossible for the members of the Commission to thoroughly study the documents before arriving at Geneva but he was mentioning them despite the fact that the Palestine question was not on the agenda because he did not desire to allow such an important act of the Mandatory Power since the Commission last met to pass without mention.
Marquis Theodoli officially informed the Mandates Commission that the meeting of the Council of the League of Nations in September had considered the Commission’s report on Palestine, adopted at its extraordinary session last June, and the British government’s observations on this report.
The chairman also told the Commission that after its rapporteur, Hjalmar Procope made a statement on the Commission’s report and the British observations an important declaration was made by Arthur Henderson, British foreign secretary. Marquis Theo-
